The Arbiters are complete opposites of the Barons, but I wouldn't say that they hate each other like the Ragers hate mages.
Here's another point I'd like to make... I used to work with the Syndicate when it was first created. The ORIGINAL goal was peace.... Here's the original note:

Of course a group can change over time, but referring to the group created by Sailus... It's changed.
And another thing, the last thing the Arbiters (or any other cabal) need is another set of enemies, nomatter to what extent.
