One of the reasons Empire was so weak was because they had several cabals ganging them. I mean it was pretty bad, you had battle veterns and warder shamans teaming up and summoning AP's out of the palace when we all know these shamans abuse magic just as much as anyone else. That type of teamwork should have never been. Same thing happened when you took over. Not only did Empire get a better leader, but masters also got a pretty good and their lich started to play a lot more. There was some pretty sad teamwork going on their also. I for one, think an imperials should never work with others unless they are oathed. Maybe to recover the codex, but just going around ganging ragers with masters just shows that Empire is weak. The three founding principles were strength, greed, and order. Grouping with them basically says Empire is weak. I guess I am a just little hardcore.

Finally, just assume all the cabals work the way I suggest. Would it not be hard as hell for one cabal to dominate the rest? Yes, it may happen, but not at months at a time. It is harder for three ragers that log to take the codex from two citizens then it would be for three ragers and two warders. Same as it would be for three imperials to take the sapling from two warders, but if you add 3 masters pretty easy. Too much focus is placed on getting the others cabal items and not excerising ones beliefs.
