I wonder why all races don't have Bards?

I wonder why all races don't have Bards?:

I have wanted to run a Bard but don't care for humans arials or elves. I wonder why all races are not allowed as Bards? Granted some (felars) have claws that will cause troubles and other races are slow witted. However, all cultures I know of have thier singers and players if nothing more to pass down history. So if any agree I think all races should be allowed and they just suffer thier race penelities as do most classes. What ya'll think?
