Bards skills are based on Charisma. A duergar is ugly as sin. I guess one could argue for Dwarfs, however not to many people get entertained by a beer guzzlin' Dwarf unless they are piss drunk themselves. Giants don't have the grace or wit and as a whole they are raised as barbarians. Felars claws as a good example. In the gnome society, they are thinkers and workers not lovers and poets. The only race left I would say is dark elf. I would let them be musicians. In the R.A. Salvatore series they dance and enjoy music, it's just more sexual for them. Although with a max charisma of 16 they aren't going to make the best singers.
