Doesn't this defeat the purpose of having an immortal run cabal? They are the worst choice because they have
nothing to gain. A strong or weak empire doesn't necessarily affect a god. The
only thing perhaps being a key part would be their own relative power, but the
Empire gods do not have followings that are limited to the imperial ranks.
Part of a mortal ability to anathema is tinkering the empire to the emperor's/
council's vision. IMHO, this shouldn't necessarily involve the empire immortals.
For me, it depends on whether or not there is a council.
