According to law 3:

Anathema are to be hunted and slain at all times.

If a citizen asks someone (can be anyone) for help to slain an anathema and they refuse, they are breaking this law. According to law 1, everyone falls under imperial law. According to law 4, if they break one of the above laws, they can be killed in town. Again, this is not an interpretion, this is what the law says in black and white.
