Is Zulghinlor is changing the face of the Empire? It seems to be becoming more elitist. Rather then the little drabs and dribs which the Empire used to be about.

Ragers are have changed under this new leadership. They are very aggresive to the arbiters at the moment. He has organised the rabble into a fighting force that hasn't be seen for a while. Just from his lead of going into town and attacking... Quintius and friends are having a bit of trouble...
