The are two cabals that control the Law in Thera ... Arbiters and Empire.
The Law in Galadon is not to attack in town whether it be an Arbiter or Imperial. The only time an Imperial can attack in town is to kill an anathema. The only time an Arbiter can attack in town is to capture a criminal. Now Galadons Law is as all of the protected cities considered by most to be the Arbiters Law but is this really the case?
Now if Arbiters Law as in one may not attack another in town is different to that of Galadons Law where you may attack in town. Then what gives the Arbiters the right to have disregard the Laws of Galadon and the Mayor. To say this is the Law and all your Laws are replaced by the Arbiters Laws when an Arbiter is in town(ingnore Imperial Law for now). I would like to know the answer to this question if it is the truth (In a roleplaying sense).
If it is not the truth and Arbiters Law is the Law of Galadon then acording to the Law above: No one may attack in town.
The Enforcer should not have attacked in town for this reason even if it abused ... If an Arbiter is abused he can not attack in town just because he has hurt feelings as far as I know and from what I have seen.
It would have been better for the immortal to become 'An Immortal' and say this is what you get for giving crap to the Enforcer.
I don't know what the answer is ... You could make the guards call for help. Have an automatic Wanted flag placed upon those that attack the guard. I think this has brought up a good talking point perhaps that doesn't need an answer. Though I think it was bad form by the Immortal who did it.
And as to roleplaying... it is like President of the U.S. going and killing a person because he called him moron as he went on his morning jog. His lackys would probably tell him to fuck off but wouldn't hall him off to jail just because he called him a moron nor would they pull out their weapons and shoot him in a society(the U.S.) where attacking another person in town is supposed to be illegal.
