This is how I justify it so I can fit things into my perception of Theran Law.
I generaly don't kill Galadonian guards unless I'm very short on time and of course neutralor the very rare evil. I always consider human mobs as viable players. Hell I don't kill dock workers.
at any rate I've decided to view the Arbiters as the Protectors of the Guilds not the cities or the opressors of the other cabals.
In My fantasy the Guilds of the protected cities pay the arbiters so that their members might have a place to rest and carry on the basics of living. The smaller cities aren't rich enough to raise the dues and of course the wilds to vast and of no intrest to the guilds.
Rangers and Druids are a little farther out but I'll live with it.
My take. anyone else have an outlook?
