Cabals are supposed to be a reward for roleplaying. Loners are allowed the freedom to live and kill as they please, without the sometimes strict rules that cabals place upon them. There's lots of people who aren't in cabals simply because 1) they are new and unfit in their rp at this stage of their life, 2) they just want to kill indiscriminately, without regard to rp, 3) they have screwed up while trying to get into a cabal, or been kicked out. Should these 3 types of people get major new skills just for not being in a cabal?
Now, that isn't to say that special powers aren't available for people who roleplay. There's skills that can be given out by the imms to anybody, caballed or uncaballed, if they have a well-defined character and a meaningful role. But nobody should get any balance shifting power without having to work for it.
The biggest problem that uncaballed have is _not_ that they have less powers. All the classes have their strengths. It is that they do not have comrades to call upon when they are outnumbered. This is more of a function of how you make friends and allies, and does not mean you need some way of taking out a group of 3 by yourself.
