That a very good point if you just come upon it.
Now there are two modes in finding out about a quest stumbling upon it... Such as finding a map leading to a lost pirate hoard..
Or
Hearing the rumour about it while drinking in a tavern soemwhere. I believe that this quest is in this category.
In real roleplaying terms the hero or (anti-hero) would have heard around Galadon that the a certain person was being held for ransom. Because another certain person would have requested a certain person in a certain kingdom to put posters about (because it seems the certain person knows the other certain person very well) and I am sure it would have been announced in the market square by the twon cryer. Rumours would have spread through the town...
After hearing about all this information and rewards offered. Lets face it there would have been a reward to entice any adventurer just not an evil character to help. The reason for the reward because there are not many Paladin-types that would just go out and do it from the good of there heart. The hero (anti-hero) would make his way to this kingdom to find out about what was going on.
After receiving a reward for the first adventure. The hero would put two and two together and think wait on wasn't there another rumour about the certain person and a certain friend. He figures he might gain another reward if he does the mission. I think what a lot of people forget is that generally a good chracter unless he roleplays his goodness to a high degree such as a paladin should will also be motivated by money, power etc...
Anyway I am getting away from my point and that is chances are a good, neutral or evil person would have heard about the reward before hand especially the second adventure because there are well-known people from the local realm of Galadon involved.
If this is to cryptic too bad...
