Until such a thing actually happens, posters, yelling, what not, informing everyone that there is a reward for the safe return of said elf, then there is still no reason for an evil to complete the quest. Since this used to be a "secret" quest before all these discussions, my take is that the "quest-giver" does not want it made public, perhaps it would make her look bad having an elf kidnapped from under her protection.
