How can you come out and say "Bria is the problem" when every reason you list for that conclusion is pure conjecture? Just for starters, your statement that she is not too active as an immortal is completely false. You're making the same kind of leap there that the idot from the mud journal that did a review on CF back in December did, when he said "The immortal staff rarely seems to be present or play any part in the mortals lives." Right... so because you can't see them/him/her, they must not be there. I also had to laugh when I read the part about the "motherly figure". Go ahead and roll an Arbiter, then fuck up and deal with Bria, then tell me she "babies" the Arbiters. I could keep going here, but I'm not, since its been hashed out before, no need to do it again and again. I'm not trying to convince you to like Bria, but if you wonder why immortals tend to seem bitter at times, its because of unfounded shit like this.

As for not letting the mortal leaders declare war on other cabals... I'm barely going to touch on this one, since its an IC issue, but think where this would be open to abuse, if any leader could declare war on another cabal, since in order to participate in said war, the other cabal would basically commit themselves to getting flagged (ie dying) regularly. In additon to that, we tend to feel that if an Arbiter is concentrating on killing Ragers/Imperials/Sylvans/etc, that they aren't doing their job as Arbiters. One of the questions I try to ask all applicants is "Who is our main enemy?" The answer isn't Entropy, its criminals, and that should be our focus. Thats not to say there aren't exceptions, but they are rare and far between.

So, what you have is an endless cycle of a "motherly figure" by Bria, treating her arbiters like babies, instead of soldiers. Her actions, along with 40% or greater of the arbiters being idiots continue to turn the playerbase against arbiters and their ideals, therefore, that in turn brings far less skilled players to the cabal, I digress, but thats basically why a Lord/Lady cant do much more than Induct and set a good example as an arbiter. Honesly, I hope Bria retires soon and lets Astein take over. I may be cutting my throat by saying that, but Astein's suave in his roleplay of disciplined/strict/evil character. Bria just doesn't give a shit most of the time, IMHO.
