That's weak... that's really weak. It may be an IC issue, but it's a question
brought up on the forum not to flame but to gain a little insight. If you don't
want to share your thoughts fine, but don't hide behind the ic issue crap.

> but think where this would be open to abuse, if any leader could declare war on another cabal, since in order to participate in said war, the other cabal would basically commit themselves to getting flagged (ie dying) regularly.

Are you aware of the current situation with the ragers? My point in asking the
question was to clarify that there may be the possibility to make war under extreme
circumstances. Why can't Lords and Elders come to this decision. Perhaps with one
of the arbiter immortals there to offer feedback. I'm not talking about every run
of the mill situation, because I agree there is serious abuse potential, but what
about the extreme?

Of course, if you never have the book, they can't do their jobs can they? If I remember
right you can't flag someone with the book gone. You can sit there and write notes until
you are blue in the face but what does that accomplish?

Just to conclude with the point I tried to make from the start: Under extreme circumstances
it should be feasible for the mortal arbiter leadership to wage war. There should be reprocusions
when a cabal decides to wage a one sided war against the arbiters, and constantly takes the book.
It's not about knowing who your enemies are, it's being able to enforce the law which is difficult
to do when a cabal like the ragers have singled you out. If you choose to openly war against the
arbiters there should be consequences.

Again I even wonder why you have Lords? To do the interviewing?
