Wrong. Minalcar inheirited a village of cabal hopping retards, the difference being that most cabal hoppers who got into battle generally weren't so stupid, but Rez inducted just about anybody who could type "mages bad". Under Rez's leadership, Battle had virtually no heroes. Under Min's leadership, Battle got a lot of heroes, a stricter induction policy, and a somewhat better class of rager.

God forbid there actually be a requirement that requires effort and slows down the induction of 285935689265 ragers like Rez did.

This too is wrong. The Arbiters take all the credit for the current condition of the village, when it's really the work of the Masters. The Arbiters jumped in and declared war when the Ragers hero ranges were already getting raped. You want an example? Last weekend or so, there were three Arbiter heroes on, one Lord, one Elder. Five decked hero ragers died in one night. Arlian, Magtograme, Coaric, Tyzendail, and someone else. How many of these were Arbiter kills? 0. How many were fucked by the Master gang? All.
Arbiter's sole contribution to the war is, generally speaking, lowbies to defend whoever has the head, a not inconsiderable contribution, but hardly the death knell for the Ragers.
Oh, and Rezkirat was the worst leader of the village since Nesam. The induction quality was completely awful, hardly any of his inductions even made it to 42, let alone show up now.
