-Not true- Example: As you improve your parry, you parry more often thus more chances for your skill to improve. Also, if your % is less than certain amount (maybe 50), you will be lucky to see it ever improve. Example: try tanking 20 mobs with no weapon and 1% in hand to hand. Your hand to hand will probably never go up.
