Is a higher rank required for more powerful creatures from call of the wild?

Example:

I'm rank 38. I beast call and grab a level 35 wolf (don't ya hate that?). Then you beast call a kudzu (yehaw!) which is level 40. To get a beast around 45 or 50+, do you have to be a higher rank, or can you call something that level at rank 38. Curious, as if it's chance I'm getting the wolves and such (bah), or it's some mechanic that I can't get higher pets until a certain level.

Side note to the imms: the white stag is almost annoying weak, but maybe it was ment to be that way.
