Disclaimer: I've never played a whip/flail spec. But I think this is right:

Whip/flail specs can wield a whip or flail in their off hand. They can't use the special skills (entwine, etc.) without a whip/flail in the primary slot, however.

If you aren't a whip/flail spec, you won't be able to dual wield a whip/flail, regardless of strength/size/deathfullness.
