Dawn's purpose is to instill hope in the Light. For the most part I can't drag half of them to hunt Imperials with me. Dawn doesn't have an item because their powers don't warrant one. There powers exist soley to aid people. If you give them an item then they will need powers to compliment, as it is, none of their powers(if I remember correctly)would directly aid them in retrieval or raiding. As for them remaining neutral in cabal politics or them having an item if they do not, is silly. The Arbiters *have* an item and they are supposed to remain neutral in all of cabal politics. Basically what I think it comes down to is that right now the goodies are stomping a gigantic mud hole in evils ass, and they aren't happy about it. I admit it does get boring, with only four people I can think of offhand in my pk range(hero)out sometimes over 20. For right now though that's just the way it is.
