There have been arbiters who have done this and gotten away with it. Again what is in your role will play a part in this, and if your good or evil will also play a part.
I am not going to give a nice big general statement that says you will always get away with this, because each case is unique and a lot of factors go in to it.
Not to mention the last thing I need is 40 arbiters all sphere deception.
Lets face it, if your a paladin of mine and I see you do this, you should feel my boot on your ass for the rest of your life. On the other hand if I saw a follower of Jullias' doing this, and no one reported it, I would think great job. Also how many times other mortals report your corruption to me, will be a factor, as will what other arbiters think of you.

>I was told by some that an imm snooping would nail be, I was told by others that they weren't allowed to do this.

Depends on the case, see above

>So far as I see it, you really aren't hurting anyone unless you start flagging people for no reason.... in which case I think the line is drawn.

Correct, generaly we do let you do a great deal, unless you start flagging the whole mud.

>I don't think I ever got a solid answer for the policy on removing flags.

Not sure what you want as an answer for this, if you mean can you unwant the whole mud and get away with it, no. Is it possible to unwant someone for money or stuff, as part of your role, yes but you have to do it right.

>Personally, I kind of enjoyed leading the witch hunt back around the time of Nastavnic when corruption began to be rampant.

Corruption can be fun, and we do try to let the mortals handle it, but once it stops being fun rp and just abuse of your power and ruining the game, we step in, like wanting the whole mud.
