I once had a gnomish healer empowered by Jullias who wanted to be an arbiter. I discussed this with a few imms and long time players and got mixed answers. I was fully intending to remove flags for money, eq, etc... And do it in a competent fashion where I wouldn't be caught. I was told by some that an imm snooping would nail be, I was told by others that they weren't allowed to do this. So far as I see it, you really aren't hurting anyone unless you start flagging people for no reason.... in which case I think the line is drawn. I don't think I ever got a solid answer for the policy on removing flags.
