I have had several successful chars that did no special practicing of any sort. Admittedly, almost none of those successful chars were magicians. Warrior types do not need to practice to do well, provided they stick with what they are good at. Take thieves, for instance. Sure, having 100% cheapshot makes you really ugly in a pk, if you ever use trip, but if you want to be a thief-ish thief and steal stuff more than fight, simply perfecting hide, sneak, and steal makes you quite powerful (and damn annoying..."where'd my potion of return go???").
Another example is a warrior. Simply levelling to 20ish mostly alone (not difficult, really) gets your defensive skills to an acceptable level so that the next time you are in a pk situation you can fight well enough to win.
The thing about perfecting skills is, to me...yes, it's nice to not ever worry about something failing you. Take word of recall. As a shokite paladin, you're probably going to be fighting lots of evil types. Having word not perfected might hurt you at some point. But it won't be the utter destruction of your character. If you don't have fun perfecting things, don't. I see perfecting things being difficult as a regulator in that regard. If you want to put in the time to do that, AND you have skill on top of it, more power to you.
I played a necromancer semi-recently that never practiced anything spam-wise except sleep. I killed about 50 people, and died to 10 pks. The rest (summon, for instance) went up on their own.
