Now they can raid empire, because empire is generally at war with the village. Now the cult and entropy arent really cabals that should be raided by battle.
that leaves sylvan - but sylvan tends to be the only other cabal that ragers can group with and they have friends there so lets not do that....
oh hang on - theres those blasted arbies. They flagged me once for breaking the law and I hate them - oh yeah.. they also protect mages in town (valid rp reason for bored person)...
ragers now suck, some smuck tries to keep up his roleplay in battle and actually logs in and dies en-masse. war stops eventually, all is good, battle rebuilds.. repeat ad nauseum
