Battle and Arbiter are quite plainly set against eachother in beliefs, I think. Just for starters, lawful people are not even allowed into Battle, while neutral and chaotic people are not allowed into Arbiter. Battle tends to follow the thought that the strongest will survive... if you're weak, well, tough. We've seen recently what happens when Ragers ask for "Help" over the cb, for example. Arbiters exist to protect people. (that may not necesarily be an individual Arbiter's roleplay, but they still have largely the same affect in a city). And the saying "the enemy of my enemy is my friend" comes into play also... Sylvan also does not allow lawful memebers in, and they are perpetually at war with the Empire, and they frequently fight with Arbiters, and sometimes Masters, though less since the change of the nature/magic thinking. I think the biggest thing Battle has against Arbiters though, is the whole weakness thing. They protect those that can't protect themselves, wich is pretty close to the antithesis of what a Rager generally believes in. And finally, as it holds true for EVERY other cabal there is, Arbiters invariably get in the way of another cabals goals at some point. Want to kill that mage in town? Or that anathama? Or that evil guy? And so on. Now in the current situation, there was also a ton of negativity from Arbiters towards Ragers, based on the last time Ragers declared war on the Hall. Kelbesco and Fuath were good examples of that, they both killed Ragers whenever possible, wanted or not. Sure it was in revenge for something Battle started, but I doubt that will be considered by the new Ragers that are coming up and suddenly finding Arbiters attacking them all the time. Oh, and I also think you're crazy saying that they pick on Arbiters because there is little fear of retaliation or punishment. Flags SUCK, especially as a Rager who can't use magical means to get away. That and they ARE a death sentance, one way or another. It may take a while, but you will die from a flag most of the time. You can't say that every time you raid Masters, sylvan, or anyone else, that you are virtually garunteed to die from it eventually. So basically, you have three cabals that tend to be much more orderly in nautre, and two cabals that tend towards the opposite. And each of the two less orderly cabals has atleast some sort of reason to dislike the orderly ones, even aside from the different dispositions. Don't forget that part of being a "great warrior" is strategy too. I think its pretty obvious why a Rager would want to be more friendly with sylvan, and less with Arbiters and Empire.
