If you're willing to forgoe the standard cabal "crutches" (ready-made allies, powers, et al), believe that both PK-wise and RP-wise you stand a chance to make as much if not more of an impact on the game than any given caballed character, and you believe you found an idea that others might also enjoy and pursue - Go for it. Just don't be disappointed if you "fail". "Failure" meaning that your "cabal" dies with your character's death or inability to log in. And also note that it would be completely necessary to get Immortal support/interest/involvement for your "cabal" to exist as part of the code (obviously). The best example of this is the Scarab, with little mortal involvement, but still pushing through as a result of intense Immortal involvement. Good luck, have fun.
