Saying that "Scarab has always been and will always be the weakest cabal" is inaccurate. That argument is based solely on members in the cabal.

An Example:

Look at the Empire.

Look at Scarab.

Look at the skill level of their members.

Granted numbers make a difference, but so does skill. I happen to think Scarabites are "better" than most Imperials. Therefore I would rate the Empire (at most times) to be weaker than Scarab.
