You'd have some number for wilderness knowledge, and for every wilderness room you walk through, you gain a point (maybe 1 point for forest roads, 2 points for a forest, 2 points for a mountain..). If you just sit in the wilderness, you don't lose anything, but you don't gain anything either. If you are in a city, or any other "civilized" area, you lose X number of points each tick while you're in that area. If you have above a certain amount of points you get fast creep, then above another amount you get fast camo, etc.
