The bloodoath makes a lightwalker evil. This gives the strong impression that past actions are overlooked when you join the empire. It just looks so stupid that an organization punishes you for something you did before you were a member of said organization. Keep in mind that before they joined, they did not serve the emperor or their sect and could do anything they wanted.
One more point. Being evil means you can never do any redeeming act? Are some people more evil than others? Might an evil person do a good work to ease the burden on his conscience for his other foul deeds? This is common in RL. And can't a person be evil because he is evil most of the time? The IMM seemed pretty narrow minded in my opinion, and in general the depth of the Imperial characters are being very limited by this type of 'interaction'.
