Frankly, I agree with you.

However, I think the reason it hasn't been
dealt with is the fact that there are so many
areas and so many items in those areas that
no one wants to go through and correct the
AC of everything.

I'm not going to cite specific examples, but
anyone who has seen more than 50 pieces of
equipment has seen rings that have better AC
than some breastplates. There is a multiple
for some body parts, but even with this some
piss poor slots still do better than the
core ones (helm, torso, etc).

From what I've seen the new areas have had
a more realistic corelation between armor
and the AC it has, but damn it would take a
*long* time to fix everything already in
place.
