Anywhere within the Hall a special guard might randomly attack somebody who is not an arbiter. This is precisely why I believe that even being in the same room with the stern guard is against the law unless you're an arbiter or retrieving.

My initial statement consisted of two sentences. The first made the above point. The second was a bad attempt at humor that also detracted from the point that the first sentence made.
