Arbiters are around so that there AREsafe areas so characters can intermingle and interact socialy.

Count out loud the number of picnics you have had or seen on the eastern road. Now count the number of times you have seen someone out there and just decided to go take a look at their description, now count the number of times you've been attacked for no fucking reason on that same road.......

So my point is the Arbiters try to work themselves into roleplay and interact with the rest of us BUT their powers are realy to give the PLAYER of the character paise.

Punishment should fit the crime but at the same token it has to be harsh enough to deter further transgressions.

The only thing I can think I might change about arbiters is either DOUBLE the EXP penalty from guards or perhaps have a repeate offender clause.

1st-2ndish offence no exp penalty
3-rd to 4thish normal penalty
5th-6th double
so on and so on.

And I'd say No evils as well for the imple fact that If I'm interviewing a person to come into my unot (And I do) And I sence he only wants to get into the Military so he can "Blow shit up" or becase he is a little prick who wants to dominate others...I'm not going to persue him for enlistment.

No police department would hire a person who walked around sayi g "I'm evil" (Lets not get on the what's evil thing here please)
Because Laws are emplacrd to protect man from one another and especialy the week from te strong. Strong people serve as protectors and if one of them is corrupt he has the ability to inflict his wll upon those whom he is supposed to be protecting.
This would not be just and as soon as he was discovered doing so he'd be dismissed or imprisonned.
I've been raped by the arbiters in the past and It was due to some VERY shity investigating but thats the way they are in some cases but some are "evil" and read the word to be most benificial to them. And as such I think...well I've fot my own thoughts on PKer's for Pking's sake.
