See, I suggested that having varying ways for Arbiters to deal with crimes would be good. If someone comes and tries to PK you in Galadon, they would still be [WANTED]. Hardened criminals still bear the full force of the law.

However, people who get caught stealing, wandering into the Arbiter cabal, or looting a canteen from a corpse are no longer necessarily condemned to death. It would add to an Arbiter's ability to deal with difficult situations over minor crimes. It would also make playing a Lawful Good Arbiter a lot easier.
