What I meant to convey was that there are ways to deal with wanted flags.

Knowing the lands and being able to run is one of them.

Knowing what to have on you to make your escape easier.

Always being on the lookout.

Knowing where places are that have generic names that could be almost anywhere so you can stash your gear.

Knowing out of the way places to rank, or places where the majority of arbiters can take their special guards(underwater, someplace where you have to fly to have access)

and so on and so forth.
