I agree that ranger skills should not be so lightly dismissed. But the xp penalty is also quite bogus. Make all non-human races have 200 xp penalty (h-e could stay at 100) and remove all class based xp penalties. My $0.02.

Speaking of rangers, I would vote to nix the staves and scrolls bit. What woodsman has time for that stuff? In compensation move 3rd attack to lvl 20 or such.
