There is no place in the code that say the paladin should run to the arbiter and tell them " I commit a crime' now I agree with the pre-change paladin one another thing, unless arbiter changed much, one couldn't be witness against himself.
There is no place that say you have to tell the arbiter you commit a crime
There is one place it say you should respect the law but not you should go surrender if you break it
I always answer the arbiter with truth
I never lie
and if I do not get wanted , it is cause the law judged I commited no crime, so I didn't broke the law.
needed other witness so your paladin may as well has said I commit the crime, if there were no witness they shouldn't be able to flag .
