How do they rate in your opinion? What tier were they? (Tier 1 is lowest, tier 4 highest)

I'm hoping to get a list going so that we can at least add a 'which form, what tier' to the shapeshifter page on the wiki. Once this looks solid enough, I'll update the shapeshifter form list on the Skills page. From there on, we'll see how many people donate skill lists and stats. Maybe we'll be able to fully document shifters!!
