Whispers clarification

I was looking over anything and everything I can find on whispers, so many conflicting arguments!

-Does bleeding, poison, plague and any other maledictions stop the regen.

-Does it work in combat or only out of combat.

-Does it have any other benefits besides the regen.

-Does it work better with high con races.

-Does it stack with other slow affects.

With all the bird edges and thick veins, my mino could heal through full dagger bleedings + poison + plague. (n/t)
