When you take another cabals item and they are holding other peoples item they automatically go back to that cabal. Think it'd be a good idea for you the raiding cabal to instead assume control of said item IF its an 'enemy' cabal?

All it would take is creating a way to officially designate certain cabals as on 'enemy' status and redirect the items of those cabals if held by the enemy cabal you just defeated to be sent to your cabal.
