The code itself is 2 rounds, however the mud translates it to less than two rounds. - That is Per Daev in the very thread you linked me to.

As if that were not the case, whoever logged in first would always get the first command barring network circumstances that delayed the person logged in firsts commands. As both the tripper, and the trippee would have exactly the same amount of lag. Leaving it up to who's first as to who gets the first command.

This is not the case with trip. The tripee will almost always get in the command before the tripper.

It's not because of the queue. They both get 2 rounds of lag but the one who trips also enters a command which in itself requires 1 pulse. So the victim also gets one command in. (n/t)

FWIW, the distinction doesn't really matter. The end result is the trippee always gets one command. n/t
