Doing whatever during balance - sounds CHAOTIC

or at least a little psychotic, take your pick.

This is the time when Islanders should be out and about adventuring and such. Those who take the balanced time to slay whomever seem to be missing the entire point of Island life.

In fact, from my multiple lives in the Island, by doing this, one can actually tip the scales thus throwing off the so-called balance.

To be fair, it was just speculation that the world was balanced when he was fighting. It could have been tipping slightly lawful-evil or something, which would have given him full go ahead on attacking an evil outlander and a balanced tribunal.
