Order all rescue Fred works if you can't see but your mobs can see Fred.
Order zombie (or any specific mob) fails if you can't see the specific mob too.
The downside of order all is that the mob that rescues may not be the one you wanted to.

I suspect your dark-elf had infravision, but wasn't wearing anything glowing. Therefore zombies can't see to rescue. (n/t)
