I was playing a baer paladin, orderly/sphere purity a couple years back, a necro broke into the warrior guild to try to kill another Fort member. I went in after and healed him, but did not strike the necro. Necro worded leaving zombies behind. I asked the tribs on at the time if it was illegal to kill unattended pets and was told it was not, go for it. Attacked zombies and quickly heard a jaguar growl in anger via personal echo.

Post death followed up with her on it was told that the imms have a super secret law breaking channel, and this action got reported on it. So they view it as illegal both to attack pets with owners or without in protected areas.
