In my experience, when inducted you're automatically Galadon (this could be because it's most people's hometown) but usually Provosts have their own way of moving folks from city to city, Provincials can only move you to Seantryn Modan. Because Provincials can only move people to Seantryn Modan, it's customary for people to begin there and for the Provost to move them from city to city once they prove they're going to be a decent magistrate.
