A ranger could really be running all over and still stay in wilds. Even stay in home terrain and have tons of options. There aren't a ton of places for a water shifter to try to catch someone and be at an advantage.

He didn't say that. He just finds camping to be stupid. In this case it just happens to be water shifter on ocean instead of evil ranger outside Fort. I think. Correct me if I'm wrong. nt
