I see two scenarios here.

The first is we have a botched edit of the log.

The second scenario involves user error discovering spaghetti code:
1. Heliosa switched to axes, but he hit is artery macro.
2. The command went through, but evade is checked before the code checks whether the actor holds the appropriate weapon to execute an artery.

#2 is correct. Rather than add a check to each skill for evade...

Oh, and PS Zulg posted that he HAD to do that, otherwise he'd have to completely re-work the combat code.
