Actually they are not, and were not cheating. Botting is the thing in question of which is cheating. Where one draws the line however is questionable as they leave in the rules the one little gray comment of "Discretion is up to the Immortal". However if what you have stated is true about some getting hit for using common triggers which have always been used since 1994, then interpretation and enforcement of ill defined terms is kind of BS.
From help Trigger:
Using triggers is up to you, however using groups of triggers to automate all
or a part of your character is called botting, and can be against the rules.
*The wording of "Can be" not "is"
From help botting:
Generally speaking, if you the player are still in attendance to respond
appropriately to any incoming stimuli for your character, you're not breaking
any rules. You the player always needs to be in control of the character.
What constitutes legal use of triggers and illegal use of a bot is at the
discretion of the immortal staff, so please be aware that we may ask you to
stop if we deem what you are doing inappropriate.
From help rules:
"Using your client to play for you (botting), while ignoring everything
else going on around you is not roleplaying, and you will be punished
as such."
