The 9th lvl of hell is reserved for traitors, betrayers and oathbreakers. People who exploit OOC mechanisms, perma, share characters, knowingly exploit bugs, bot, multi-char, advertise other games, spam, impersonate other people's chars on officials, strictly grief, and those who do not roleplay were going to eternally suffer in the frozen lake. Unfortunately, a deranged soul has corrupted the inferno and forced the imms to close it's passage.
