When you are at a roadblock, you have 3 choices.  The first is to pay
the Centurions, the second is to kill them, and the third is to go back
the way you came (this option is not available if someone has fought a
minion of the Empire lately).

If pay is done with no arguments (the top example) it will inform you how 
much you have to pay to pass.
