On the contrary, it's a very tactical skill. It does nothing other than block commands from the opposition. So clearly it's a tactical choice. Not to mention, since bash relies on size difference in a non-rager setting there are pre-combat options aswell. Whether bash is too strong (I don't think it is), is a matter of discussion, but to say it's not a tactical choice is ridiculous.
