Everyone that is that size doesn't weigh enough to prevent this from happening.

Furthermore headbutt going regardless of size (provided they are smaller) would go a long way toward fixing the game balance for ALL orcs, because they can now lag and savage feed on everyone by giving up their offhand weapon. This presents an option other than bash and lash.
